Lightroom will not install.

I have downloaded Adobe Creative Cloud, Lightroom and Photoshop won't install any tips or tricks.  I have had both of these apps on my computer previously, it was uninstalled and now trying to get it back on.

Sign out of your account... Uninstall... run the Cleaner...

-for non-Cloud programs you need to DE-activate before uninstalling

i  have tried all these steps several times now, I click on install Lightoom and I says "waiting"  nothing happens after that,

I'm having the same issue with downloading Premiere. It loads until like 7% then gets stuck on "Waiting".

Lightroom won't even start the download, it just goes to waiting and then nothing,  Stays that way.
