I have several photos with keywords in Lightroom CC 2015.  If i import the same photos into Lightroom CC 2017 will the keywords automatically populate?

There is no Lightroom CC 2017 - the current version is CC 2015.7.

When you upgrade to a new version, it will upgrade a copy of your catalog, which carries over all your edits, keywords, etc.

There is no need to re-import the photos in the new version, and doing so will only create problems.

When (and if) LR CC 2017 is eventually released, it will either continue to use your present catalog or, if a new catalog is required, it will offer to convert your catalog to a newer version. Either way, all the contents of your catalog - keywords, collections, tags, edits, etc. - will be retained.
