Hoe is this effects called?

It creates like a red blue 'shadow' and the whole video gets this grungy effect.

I think it seems to be one of saphires effects.

Not sure what you are asking exactly. This is simply a phase alignment issue on old video, where the Cb and Cr components don't line up properly with the Y plus compression artifacts. other than that it's your standard "bad video"/ "bad TV" thing, for which there's enougth tutorials and plug-ins out there.
