VLC video conversion

Anyone know the best free video converter and format to convert to, in order to import into Pre Elements?  In particular, a .asf type video

Try Handbrake.

On a side note: VLC is a video player, not a codec or video format.

Yes, as per note it is a .asf  file and want to convert for use in PRE, and what is the best format, mp4?  Thanks,

Yes, Elements does not support mkv.
