how to overwrite password from a publically provided PDF form

I recently downloaded a contract form from the Web into Acrobat Pro DC, and want to remove the security to allow for editing.  It is a publically available form, and when I go to update the security level I'm prompted for the password (which I have no idea what it is).   Can anyone offer a suggestion to get around this?  thanks.

Yes, ask for the password as part of obtaining copyright permission for your derivative work. Making something publicly available doesn't give away your legal rights.
