Install help needed for Window 10

I downloaded Elements 15 to Windows 10. There it appeared as "Adobe Photoshop Elements _ 903??

Then told me to get an app for installation, However Window store does not have an app for Elements  15??

Used PS elements app and only got  a very small sample of usage?? What do I do now?
