AMD processors are not listed as supported. The system requirements page for recent versions of After Effects specify Intel processors as required.
The latest version of AE that is officially supported for any AMD processor is version 13.7.1 (That is the CC 2015 release and not the CC 2015.3 release.)
Your CC subscription includes access to older versions even though that feature is a bit hidden in the CC app. Follow these directions to download older versions.

Now, that being said, it might not be the issue. It's just something to keep in mind.
You should also check your antivirus/antimalware software. Do you have Emsisoft, AVG, or something else? You might also check your firewall. The 3d camera tracker uses networking protocols to do its job and something messing with things on that end could cause issues with AE.

Thanks. Well, I have norton 360, I'll try to disable it and see if that works. If not, what features will be missing in 2015 vs 2015.5?

New stuff in the CC 2017 release is here.
New stuff in the CC 2015.3 release is here.
Keep in mind, you can work in CC 2017, then, if something goes screwy, save your project file down from CC 2017 (After Effects version 14) to version 13. The CC 2014, CC 2015, and CC 2015.3 releases are all AE version 13. (13.0-13.2 was CC 2014, 13.5-13.7 was CC 2015, and 13.8 was CC 2015.3).

Disabling norton did not fix it, I'm installing cc2015 now.
