Is it possible to order Lightroom for single user license from outside the USA?

When I go online purchase, US account is requested for it but I am from Turkey.

Only monthly membership seems possible in my country, true?

Try it to order on Amazon or another online dealer.

I've tried on Amazon .com .uk .de but it was the same thing. There is a geographical restriction.

Actually there is an authorized dealer in Turkey but there is no any local contact phone, email etc. All contacts are abroad. I couldn't find any support hotline locally. This is so weird!
