I have a multi-level navigation menu in Muse. I can see out how to select and change the color the background around the right-pointing arrow that indicates a submenu, but not how to select and change the color of the arrow itself.

The arrow you talking about it actually a PNG image.
You can customize you own arrow button in Photoshop and then replace it with the current arrow image.

Thanks, Ankush. What did you click to bring up that options panel? The little blue triangle next to the button?

I just clicked multiple times on the widget and after 3-clicks it gets selected.
Just make sure that you put on the topmost layer so only menu widget elements can be selected.
