Im having problem with lightroom softhware it is so slow

Mac or Windows, and EXACTLY which version of the operating system?

Recent Mac AND Windows operating systems have been known to cause "odd" problems

Are you using a computer Administrator account with full read/write permission?

What is the exact error message that you see?

Exactly which version of the program do you have that is causing problems?

Whatever tools I'm using on lightroom doesn't come  right away it takes about 2 or 3 seconds to see the effect on the picture I'm editing. It does the same thing on photoshop

The questions asked by @john_t_smith about operating systems are important, but based on what you just said I would make a preliminary guess that your machine is a Windows, 32-bit machine with very little RAM. That is the most likely cause of that type of slowness. The machine is struggling to complete even the most basic photo modifications.
