How to create a new catalogue in LR5

I want to create a new catalogue. When I do that, it wants to put it in some other photo folder, which is really stupid of it.

How can I tell it where to put catalogues?

Are you not able to specify the location per step 2 in these instructions?

Thanks for the info.

What it was doing, was trying to put new catalogues into photo shoot folders that I did 2 years ago. So I finally just made a new folder called "Lightroom" and put the catalogues in there and now it is putting them all in there automatically which is fine.
