Hello, I am new to this and have a question.

Can I edit a self taken picture with a digital background on  this Lightroom? If so, how? Thank you!

If you mean that you want to replace the background in one of your photos with a digital background obtained elsewhere, the answer is no.  This must be done in a program that can work with Layers such as Photoshop or Elements.

There is only one full Photoshop.  It requires a subscription to Adobe Creative Cloud.  There is a stand-alone baby brother version of Photoshop, called Photoshop Elements 15 which you can purchase from Adobe.
