Premiere Elements 13 failing after start up – Windows 10

I'm working with Windows 10 Pro, processor is i-7 and memory has 8 GB so it shouldn't be the issue.  What I'm seeing is after installing the software, updating to to 13.1, the Photoshop Elements is working just fine but the Premiere Elements will go the startup screen with the eLive selected but when I go to the Quick/Guide/Expert it comes up with Adobe Premiere Elements 13 has stopped working.  I'm stuck there, looking for some help with this.

I've tried getting Windows to update all of my software, it indicates everything is up to date.

An idea that MAY work to install and/or run old programs in Windows 10... works for some, not for others

-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window

-or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... says Encore, but sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account)

Do not count on Windows to be fully up to date when it comes to device drivers

Go to the vendor site to be sure you have an updated driver for your graphic adapter

•ATI Driver Autodetect http://support.amd.com/en-us/download/auto-detect-tool

There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version

Thank you for the advice.  I already incorporated your first response, Ive tried to have it run in multiple versions of Windows with no success.  I already have the Administrator selected also.  The new thing I tried was to update my drivers from the nVidia download page.  I did have a different set of drivers so this was worth a try but in the end it still wont let me get past the first screen as mentioned earlier.
