We are currently at Lightroom 6.7(latest version), so if you can then please update it to the latest version and try it.
If you can't update to the latest then, can you please describe the problem in more details, like when you are opening lightroom it is opening up the start up screen and then becoming unresponsive or it is opening some module and then becoming unresponsive.

Hi neilb,
With Lightroom closed
C:\Users\YourUserName\AppData\Roaming\Adobe\Lightroom\Preferences (Where AppData is a hidden/system folder so you may need to enter the folder name directly into your Explorer address bar or enable hidden/system folders in Explorer folder view options.)
Once Done save the File
Restart Lightroom
Also refer this link and update Graphics Processor if you use AMD card
