Basically, you cannot end one plan to get another one at a better rate.  Special offers are normally only available to first-time subscribers.  If you already subscribed before you no longer qualify as a first-time subscriber.  If you click that blue link shown in the image you posted that says "See your plan details" you are likely to find that is what it will explain to you.
