InDesign 2017 - Vertical scroll bar extends offscreen and there's no bottom arrow

I just installed 2017 and out of the box the vertical scollbar extends beyond the bottom of the window. Why on earth would anyone think this is a good idea? How do I fix it?

...and it gets better...the previous page arrow doesn't work...so...I can scroll back with the scrollbar but not forward (beyond a certain page) and scroll forward but not back with the page arrows.
