Markups Missing...what am I doing wrong?

I had marked up a page in Adobe Acrobat XI, and emailed it out.  The person receiving it opened it in Preview in Mac and can only see the line tool markup, but no text markups.  They tried printing all document and markups, but still no luck.  Is there something I need to do before I send the PDF?  This has only has happened when they don't have Adobe installed and are only using Preview to view the PDFs.  I can see it and print it fine on my end.  I'm on Windows and don't work off of a Mac, so I don't know what Preview looks like or what they really see.

Preview is a buggy application and should be avoided as much as possible.

Just opening a PDF file in it can cause it to become corrupt.

Ask them to install Adobe Reader (it's free) and use it instead.
