I am sure many people know that a locked or restricted PDF and be unlocked by opening with Google Chrome and printing to PDF. When this is done, it removes all restrictions placed on the document. Are there any suggestions to prevent this? Whether it is an additional add on package or if it is an option I am missing

When you apply security settings to a PDF file, Acrobat actually warns you about software that does not honor these settings:

Besides going to a DRM (Digital Rights Management) based solution, there is really not anything you can do to prevent people from removing these security settings from your PDF.
