If you encounter the phenomena, that after effect shows you this hourglass-circle on the mousepointer every few seconds while stuttering for a moment every time it does it, try re-login in the creative cloud tool. that's it. no kidding.
adobe doesn't bother you to give you a message box about that. probably they think of it of something in the line of "it's the small things that make life exiting".
Nobody can tell you anything without exact system info or other technical details. You haven't even mentioned in which context the wait cursor occurs so pardon me, but your post is just a useless rant.
