Did Windows get updated recently? Windows is becoming like Apple Mac. With every new update that is released it seems to change the permission setting on folders. So until you check the permissions on the actual folder and the top level folder or even the drive for the proper permissions you can't be sure they haven't changed.

In other words, you have not checked the permissions. You need to do this because sometimes things change accidentally or get changed during software updates. Reinstalling Lightroom will not fix permissions problems.
