Creative Cloud and Creative Clean Tool

Hello good afternoon!
I'm trying to install Adobe Creative Cloud, when the process is over, I get a warning message that says I have to install Adobe Creative Cloud again !!!. I try to uninstall it in the Control Panel of Windows 8.1 and I can not do it. The Control Panel does nothing. I delete the Adobe folder manually, but the CoreSync_x64.dll file can not be deleted. I try to use the Adobe Creative Cloud Clean Tool and the error "MSvcp140.DLL file does not exist on the computer" appears. I am blocked. Any suggestion.

update your os

update your vis c++

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud. (if you have a win os, right click the exe > click 'run as administrator'.

use the desktop app to install your cc programs/trials

It does not work. I have updated C ++ from Microsoft's page. I have implemented "Creative Cloud Uninstaller". I have run "Creative Cloud Cleaner Tool", but still the message is missing the file "MSvcp140.DLL". From the Windows Control Panel 8.1 I can not uninstall Adobe Creative Cloud. I do not know how to go.
