After Effects Error

Earlier today I was getting an error "libmmd.dll was missing. After some research, I choose to reinstall Adobe After Effects 2017. Now when I open the program and then open a project it opens without any problems. The issue I am having is if the program is closed and I double click on a ".aep" file to open, I get the following error.

This program is installed on a Windows 7 Professional (64 Bit operating system) with 8GB RAM. All graphics drivers are up to date as well.
