Vector or layer line drawing over image

im having trouble figuring out how to turn a simple black line drawing into a vector to lay it over another image. I drew this image in Procreate on top of a mandala I drew in another app. It's chaos having to transfer everything between three apps Also so if anyone knows a single app I can draw mandalas and layer and image and vector it please relay it to me. Otherwise I would like to know how to turn that imag with a solid white background into vector of the black line work. I am a tattooer so I would like to layer it on top of an image of a body part as to portray how it may look as a tattoo. Thanks in advance!

Adobe Capture CC for iOS and Android can vectorize images. Download Capture and go to the Shape module. You can then bring that shape into Adobe Illustrator Draw to stamp it on top of another image (or you can use the shape in Illustrator or Photoshop.
