Whenever I Import my RAW images lightroom automatically adjusts the settings. When I go from the Library window to the Develop window there is a moment where a loading title will appear. The image is first as I see it on camera but then gets adjusted. When in the Develop window all the settings have been adjusted, such as exposure, highlights, and shadows, even sharpness and luminance are all not set at 0.

If the sliders are not set at zero, then you are (accidentally?) applying a develop preset at the time of import. So you want to make sure that when you import photos, you have Develop Settings set to None in the Import dialog screen.

Check that you haven't inadvertently set a Develop preset in Import window. Ideally, you should have Develop Settings set to None

The other thing to consider is that when raw images are first imported to Lightroom the JPEG preview that is embedded in the raw file is displayed while Lightroom generates its own preview of the raw image data. The JPEG preview shows all of the in-camera adjustments, many of which are ignored by Lightroom. So when the Lightroom preview of the raw image data finally displays it can be noticeably different from what is displayed at first.

Then you have set LR to those Defaults for images from that make and model camera.

While in the Develop module go to the Develop menu item then "Set default Settings..." entry and a dialog box will come up. Select the "Restore Adobe Default Settings" button on the left of that dialog box.

This will stop all newer images from having the Default settings applied you are seeing but will not fix the ones already adjusted.
