Photoshop CC 2017 crashes at start up

I recently had to reinstall Windows 10 and download the Adobe Creative suite software. All of them work, though Photoshop crashes upon starting up. I have uninstalled and reinstalled; updated the graphics card driver; still crashing. I even went back to an older version of my graphics driver and still no luck. Any suggestions? 1. Please, start Command Prompt as an administrator by right-clicking it and select Run as administrator.

 

2. Enter this command to reset the network adapter (end with the Enter key):

netsh winsock reset

 

3. Restart the computer.

 

4. Please, delete these two files:

C:\WINDOWS\system32\LavasoftTcpService64.dll

C:\WINDOWS\SysWOW64\LavasoftTcpService.dll (only for 64-bit Windows)

I did use that link and users came back and told me the Lavasoft link is a support page with no clear direction to the uninstall instructions.

The reason most won't find it in Windows Add/Remove programs is that it is listed as "Web Companion" and it would be expected to be under a Lavasoft entry.

I just went with a procedure to disable the crashing modules.
