Not that I know of.  If you need the see two locations on the same document, go to Window menu > Arrange > New Window for Image.psd,

There you can set Window > Arrange > 2 up vertically and use the Navigator to set location and zoom independently for the two views of the same document.

The navigator always controls the active Image.

I don't Think you can open multiple Navigators. Why would you want to?

Gene's advice is the only way that I know of, but other than zoom size and position, I can't think what the advantage might be.  For instance, you can't have one window showing a flipped view while the others are not flipped.

Do you know about spring loaded Pan?  Hold down the h key and click on zoomed in image, and the view will temporarily show the full canvas with a bounding box showing the zoom limits.  Reposition and let go with the mouse, and you have a supercharged version of the Pan tool.
