Photoshop stopped working on Mac OS 10.12.2

My photoshop is refusing to open at all on my MacBook Pro With Retina Display (OS Sierra 10.12.2). I click on the icon and sometimes it just bounces forever, and other times it just does nothing. I've restarted the computer and re-downloaded the software. Any other suggestions? Please help!

I have also force quitted the program, and my version of Photoshop is CC 2017.

What have you done for trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
