I want to be able to make my textbox fit the custom bullet I am using. Right now if I have the text box fit to the content the custom bullet extends out of the text box. My only work around is to put the custom bullet as an anchored object.
How can I make the custom bullet for Question one, do the same thing as the text box in Question 2 with the anchored object?
You can control where the first baseline in a text frame starts via Text Frame Options>Baseline Options>Min:

you could create your paragraph style by choosing a symbol what you want as your custom bullet.
for example:
- I have created paragraph style "custom bullet" (I have used "Wingdings 2" font for the bullet)
- then I have created a character style (named "pencil" in my screenshot) for the symbol by increasing the size (text size in my example is 12 pt and bullet size is 24 pt)
- in the paragraph style I have added space before 3 mm

I have already created the custom bullet. The size of the pencil is set by a character style. I just want the text box to wrap around the custom bullet.

ok.
well you could make a object style for that purpose

Thanks. I didn't know about the object style panel. I tried that and it added a second bounding box. I want one bounding box to be able to use the align panel to space things out. It will only acknowledge the bounding box to the text size.

Make the symbol in its own frame and anchor that frame into the text. With object styles you are able to adjust exactly the position relative to the text where it is anchored. There are several methods to anchor it.

I did that for Question 2, which works fine but I am trying to eliminate extra elements and rely more heavily on Paragraph and Character styles.
If i paste it in the text box as an anchored object, I get my desired result. The text box will fit to the bounding box of the anchored object and text. If it is a bullet, the text box will fit to the heigh of the text only.

It's ok when you use a font. But if you want to use your own graphic or multi-color image, you will need anchored frames.

The bullet is a font. I created a new font with the icon. I went to the bullet tab in the paragraph style and added it from the glyph panel.

Thanks. The changing the baseline of the first line worked. Is there a way to add that to a paragraph style or do I have to create and use Object styles?

It would have to be an Object Style. Or you could anchor what I assume are the answer boxes in the question text flow after each question.
