I will try to report the exact chronology:
1. Decided to update my oldish PS CS6 13.1.2 x64 to PS CC via a trial - installed via Adobe CC but PS crashed repeatedly after the splash screen showed ..... Scanning Plugins .... Initializing ..... Initializing Panels .... STOP" - displayed this message 
On Adobe Forum search I found reference to: .... "rename the file LavasoftTcpService64.dll to Old.LavasoftTcpService64.dll" - forums.adobe.com/thread/2230781 - tried it and it seemed to work - I opened a few RW2, tif and jpg files in PS CC and used File ... Import ... Video Frames to Layers and File ... Scripts ... Load Files into Stack - things OK in PS CC

2. After that using my standalone LR 6.8 it would not open existing catalog video files double clicked in grid view in the Play bar for viewing/frame grab/trim edits and it would not import any new mp4 files - the Synchronise Folder menu shows grey video thumbnails in the import view but just hangs forever and won't load them. What LR is now doing is that it will show the 1st video thumbnail you click in a session moving as a thumbnail view but when double clicked the file only opens as a still image and not as a video and no Play bar ...... clicking on any further video files they don't animate as thumbnails - only the first one selected in a session
This is a screenshot of an import showing both video and image file thumbnails greyed out (only 10% of all my old files now show thumbnails in an import dialog - but they all open in full colour if double clicked ...?)
When I cancel the import action after 10-20 minutes this message appears:
LR is not crashing and I cannot see anything in the Event Viewer - Windows Logs - Application log ...... but obviously something isn't working

3. After had the LR problem I went back to PS CC and tried to import video frames as layers again and PS CC crashed these are extracts from the Event Viewer log yesterday

What happens now is that trying to import video frames as layers this message is displayed:
Can't see anything in the Event log - it just does not work

Now PS CC is sometimes crashing if I try to open a video as an mp4 type - same 3 event red error messages as yesterday and this screen message

Problems got worse - LR 6.8 stopped working altogether
Decided to delete Adobe CC, Adobe Extension Manager, PS CC 2017 entirely and still LR would not start even after using Ctrl Shift click to clear preferences etc.
So manually deleted LR and re-installed from v6 to ver6.7 to v6.8 testing each one. At least they start and see my photos but no version now Plays video or will Import or Synchronise if videos are in the batch - still have no Play Bar
Trying an Import LR clearly sees the video and still files but they are all greyed out. The Import just hangs forever and when cancelled the following screen messages appear:
