InDesign 2017 crashes on creating new document Or opening the existing

After an update of InDesign 2015 to InDesign 2017 it crashes when I create a new document or open the existing document.

Here is the details from event viewer:

Repair the Microsoft Visual C++ Libraries 2015. Download Visual C++ Redistributable for Visual Studio 2015 from Official Microsoft Download Center

Try trashing your InDesign preferences:

Close and relaunch InDesign, and IMMEDIATELY hold down Ctrl + Alt + Shift (Windows) or Cmd + Ctrl + Opt + Shift (Mac), and respond in the affirmative to the dialog asking if you really want to replace the preferences. You must be extremely fast on the keyboard (if you don’t see the confirmation prompt, you were too slow).

You may need to do this a couple of times before getting the hang of it!

I've cleared preferences multiple time. The preferences got cleared (I know it because now I cannot see my previous opened files) but the problem with crash was not fixed.

I've tried InDesign on Windows 7 with the same version of  VCRUNTIME140.dll and it worked. But I have Windows 10
