InDesign and InDesign server behaving differently during PDF output on Win2008 and Win2012

This applies to InDesign server PDF output and InDesign desktop PDF output.

On Win2008,  if I tried to output a PDF whereby a graphic on the doc was missing, then the output of the PDF would fail, saying that the graphic was missing.

On Win2012, this does not happen, and the PDF is output, with the graphic as low-res.

Is there a reason for this, or is this some config option?
