Im a beginner to both but am really loving these programs and want to create a gif just like this, any idea which program can be used to create this and a basic idea of how it was created?

After effects can create this kind of animation easily. when you are done you can render a video from Ae, then drag the video to photoshop and save for web as a GIF file.

as to how this texture animation was created - look for "Fractal Noise".
