While in Layer Style menu --> Color Picker i can't select color with eyedropper from foreground/background color picker. Im pretty convinced that this was possible on earlier versions of photoshop, at least at CS6 and earlier.

Im now running photoshop Version: 2017.0.1 with Win 10 64bit if it makes any difference.

Try this

1. Use the single tool bar

2. If you need to use the double toolbar - Click away from the Foreground /Background colour picker (e.g. on Adobe grey background) then drag onto foreground/background squares and release. The colour will be picked up when you release.

Thanks.

I can pick up the Foreground Color but not the Background Colour.

I had not noticed that before but I am not sure how long it has been like that …

I think this has changed.  If I wanted to make a subtle gradient, I used to pick a foreground colour, hit the x key, and sample what is now the background colour so background and foreground colours were the same, and then offset the colour for the gradient.  You can't do that now.
