Can I add something to a clip in a layer?

I am lookin at Premiere Elements 15 and need to know if it will do what I need to do. 

I have clips of battery operated dogs.  The eyes and tail light up when it is in motion, but not when it is still.  I want to have 2 of the dogs standing still in the background but with the glow in the eyes and tail.

My question is, can I add a layer and put the glow int the eyes and tail and have the glow show up throughout the clip?

If the dogs are stationary in the shot, then that would be easy to do.

I have uploaded the clip, but cannot find out how to add the glow.  I was hoping to draw them in, like I do in PhotoShop.  Any suggestions?

Lens flares are added directly to a clip and can be animated to follow the movement of any person or object in your video.

There are also a number of settings and intensity levels for your Lens Flare, so it can be set to everything from a soft glow to a bright flare.

But if it doesn't work, it doesn't work for you.
