How much password PDF is secure?

There is a lot of 3rd party encryption & decryption software In Korea web tech.. Most of enterprise company website distributes exe-file to decrypt their statement html file. For example, I have to install 3rd party exe program to open HTML attachment when I got a billing statement email from a company.

I just wonder why most of enterprise company does not use password pdf. And I'd like to know how much password PDF is secure than other encrypt html file.

As I know, password PDF can use AES algorithm and it is quite secure.

Am I right? and I'd like to get any opinion and related article about that.

Yes, PDF that are secured so that a password is required to open it can be very secure, depending on which algorithm is used (e.g., 40-bit RC4 vs 256-bit AES) and if a good password is used and safeguarded.
