After Effects CS6 mediacore freeze every other launch

I am having a really weird problem that I cannot explain why it is happening. When launching After Effects CS6, it will freeze on the loading screen showing "initializing mediacore" and then crash. When my user goes to open it up again, it loads fine without crashing. But then certain things like warp stabilizer don't work. When my user tries to use it, it causes After Effects to freeze.  This all happened when I erased a user profile and manually cleared out the cache directory and then setup a new windows user profile. So this is only happening on a machine that was once working but no longer working for a new user. I then disabled Windows firewall and uninstalled my Antivirus but it still fails. I then wiped the machine and reinstalled Windows but the same issue still happens. I don't understand why this is happening. Does anyone have any insight?

Turns out it was a LOB program that is on our image that was causing the issue.

So I have pinpointed the issue to having to do with quicktime. If I uninstall quicktime, AFX loads everytime but just warns that quicktime isn't installed. Once I install quicktime, it starts to crash as mentioned above. And the reason it loads without crashing every other time is because once it crashes. "Adobe QT32 Server.exe" stays running from the time it crashed so the next time it runs the process is already loaded. Even though that lets AFX run, not all the features work.

I have tried different versions of quicktime but they are all giving me the same error. Not sure what else is causing this. I even setup another computer and have the same results. I started a trial of AFX CC and that doesn't crash so it definitely is an issue with CS6 and quicktime. I have no quicktime codec. This is just a basic install of CC production premium and quicktime. Any ideas?

These machines are Win7x64

1. It is up to date

2. I have read through that. For the first point, I disabled my firewall so TCP communication is not the issue. For the second point, I am having the issue on a newly installed computer with only CS6 and quicktime installed. There are no third party importers and exporters installed.
