This serial number has already been registered

Recently i bought 2 sets of photoshop (CS4 and CS3) from one company who clain that the products have never been used.

For activation, there is no problem for them. While, both fails to connect the internet to complete registration.

So, under my Adobe ID, i input my SN for CS3 and registered successfully ( PS still can not connect adobe in software).

While, for CS4, it says:

This serial number has already been registered. Products can only be registered once.
