Had PSE 10, after computer upgrade at work no longer have Photoshop elements

I had Photoshop Elements 10 on a computer at work.  After a computer refresh (upgrade), I no longer have Photoshop  Elements.  Asked out IT about it and was told PSE 10 is retired and PSE 14 requires a license.  Shouldn't whatever license was working for 10 still be available?

A. If you have the license for PSEv.10, you can download it here:

Download Photoshop Elements | 15, 14, 13, 12, 11, 10

B. The current version of PSE is v.15.
