Upgrade my CPU or GPU?

Without going into specs, my GPU is definitely due an upgrade more than my CPU, but if I bought a new GPU, would Animate even use it to its fullest?

As my animation is getting larger, I'm finding it will occasionally freeze for a minute while editing. It doesn't do it often, but it would be nice if the freezes were shorter.

Well honestly I'd say an i5 doesn't hold much power and your GPU isn't that powerful either. Is this a laptop?

Yeah OK well I'd upgrade both the video card and the processor if you're having issues and you can do so. I run a 3.6 GB quad core i7 and I have a nVidia 8600 GPU and my rig never hiccups using Animate. I also have 16 GB of memory in it.

I'm on a budget. So, although I could upgrade both, I'd rather upgrade one properly. Also, which one is doing the heavy lifting? Does Animate actually max out my GPU, or is the bottleneck in the CPU? I don't want to upgrade both if only one of them is causing the problems.
