Currently using Lightroom 6 on PC: Interesting issue with the program.
When in Library Grid view. The left and Right hand toolbars are unscrollable. HOWEVER: you can get the left hand scroll to function if first you
press the tab within the left toolbar that has what HD the catalog photos are on. By pressing this twice to close then reopen the tab you can
scroll. This again stops working the very second you select a picture in the grid.
Scrolling on both left and right toolbars does work in Loupe mode as well as in the Develop module. Only when in grid view while under the Library module it does not. Major, major announce.
The software is a licensed version of Lightroom 6 2015/6.8
This issue has carried on for longer than I can remember.

What type of computer are you using, desktop or notebook?
What operating system are you using?
What pointing device are you using?
If you are on a Apple notebook and using the touch pad that could be part or all of the problem.

Is this not a problem they care to fix,,,,from my research scrolling problems and lightroom date back quite a ways. I mean this is ridiculous. Scrolling works in every aspect on lightroom except while in grid view while hovering over the folders. BUT if you hover the mouse directly over the scroll bar you can scroll with the mouse wheel!

just update your windows and everything will be fine. had this problem after a fresh install of windows. drivers kinda fuzzy and needs updating first before EVERYTHING in the system works. i guess its the service pack 1 that made it work.
