Creating glossary with definitions and combining that with hover buttons

I am using indesign cc. I have a large glossary of terms with definitions at the end of an interactive PDF document. I want to be able to tag the keywords in the text of and have a hover over button that will popup the definition of the keyword. Is this possible?

I don't mind selecting and finding the keywords manually if InDesign can't do the search for me. And I am able to create a button for the terms with the definitions displaying on hover, but it makes more sense to have the definitions kept in one place to avoid inconsistencies.

Perhaps this can also be solved with a XML document.

I am pretty sure that this is not an unusual request although I can't find anyone that has posted something similar.

You can do pop-up foot-notes in reflowable text ePubs that would probably suit you, but I understand it only works in iBooks.
