Lightroom Random Side Panel Hide Issue Solution?

When switching between Library and Develop, the side panels are hidden, not every time, but randomly.

The problem started with the most recent software update.  Sometimes, the Full Screen Hide Panel mode is selected.  Other times, normal screen size is retained, but the panels are hidden.  Changing the Screen Mode or Panel Selections usually will not fix the problem.  All of this happens when switching from Library to Develop.  Occasionally other unrelated commands will cause the problem.

Anyone else having this issue or know a solution?
