Shortcuts and Function keys don't work in PSE-14 with Windows 10

The shortcuts and Function keys will only work once.  If I leave the program, they won't work again unless I close and re-open the program.  Also, the keyboard arrow keys and space bar will not work.  Was there a recent upgrade to Windows 10 that might cause this?  I didn't have the problem a month ago.  Thanks.

Try resetting Preferences once. To do so,

Go to Edit > Preferences

Click on Reset Preferences on Next Launch.

Now try re-launching Photoshop Elements Editor.

Thanks for the reply.

Sorry, but I wasn't clear.  I'm having this trouble in the Organizer, not the Editor.  The Organizer doesn't have the Reset Preferences on Next Launch.  Any suggestions?
