Breakpoint with MP4

When I get to a small size with the breakpoint, even though I have responsive width checked it does not respond.  I have tried to put a smaller sized ito both the upper W&H spaces and it keeps bouncing back.  When I tried to change the HTML size it re-sized even the wider sizes.  How is this handled?
