Download in another country

I'm currently working in Namibia, where Adobe Creative Cloud is not available. However. I live in the States (most of the time). My address is in the US & my bank account is in the US. If I were to have a family member in the US buy Adobe Creative Cloud using my information, would I be able to download the software in Namibia?
