With so little information, nobody can begin to guess.  Please post details and screenshots if you can.

screenshots will do nothing to help...

I double-click to open the program, the launch window opens, I click video editor, launch window goes away, and program never opens up. No error messages or anything

It might show it it is the Organizer or the video editor itself that is failing.  It might also show what kind of computer you are using.   You might also volunteer some detail about memory, operating system and disk space.

I have the same problem.  Upgraded from Premier Elements 11 to Premier Elements 2018.  Running windows 10 x 64 on a Intel i7-6700 @ 3.40GHz with 16 (2x8) GB RAM and Toshiba 1TB SATA drive with over 600GB free space.  System shouldn't be a problem. But Video Editor just doesn't launch from the launch window.  No error message.

Meantime, have you tried an uninstall/reinstall?

Do you have any other versions of the program installed? Do you have other Adobe products installed?
