what do you see when you open your cc desktop app?
if a white/blank apps panel, quit (gear icon>quite) your cc desktop app.
then, rename the opm.db file by:
navigate to the OOBE folder.
Windows: [System drive]:\Users\[username]\AppData\Local\Adobe\OOBE
Mac OS: /User/<username>/Library/Application Support/Adobe/OOBE folder
and rename the opm.db file to opm_old.db, eg
finally, launch your cc desktop app.
if that fails: https://helpx.adobe.com/creative-cloud/kb/blank-white-screen-ccp.html

Thanks,
tried that and still no apps, can log in and individual apps when launched asked to log in. Desctop cloud seems to be corrupt. Tried deleting Obb file and the other file as mentioned in help topics but reverts to showing reload apps in the apps tab.
looks like I am beat on this, have a horrible feeling that I may have to delete all my apps and then do a complete re-install.

if you do a complete reinstall:
uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
use the desktop app to install your cc programs/trials
