I just purchased AdobePhotoshop Lightroom 6, and want to find out if I should delete my old programs of Photoshop Elements 13, Cyberlink Power 2Go9, Photo Gallery, so that Lightroom 6 works properly.
Lightroom is a complete stand alone application and does not require that you have any other Adobe applications installed on your computer.
So the answer to your question is no you do not need to delete/uninstall any of the applications that you presently have on your computer.

If, as I suspect, you are a 'new' Lightroom user- you must understand how Lr references your photos in the catalog, differently to most other software.
A big problem can happen if you use any other programs (Elements, etc, including File browsers) to do any of these actions to your photos or photo Folders: Re-name files or folders, Move or Delete files and folders, change drive location, change drive name.
So learn first, then enjoy.

I am well acquainted with the way Lightroom functions and I totally agree with your advice that a new user should take the time to learn Lightroom since it does not function like PS Elements or the other apps mentioned.
I was just making the point that he does not need to remove those applications from his computer.

Advice for anyone- Make Lightroom the 'Master' of all photos and photo folders, in every way.

You can upgrade to either Lightroom 6 (stand-alone single purchase) or Lightroom CC 2015 (subscription, you also get Photoshop and Lightroom Mobile).

If you keep Photoshop Elements installed you can edit directly from the Lightroom library e.g if you want to use layers, content aware or other tools that lightroom does not have. Go to Lightroom preferences – external editing tab.
