For a generic example
Let's say you have a lengthy document of questions and answers, it cannot be easily constructed as a list because some questions/answers are only one line, but others could be at least several lines or longer. Should each question and answer simply be tagged as a <P> paragraph?
There are several sections seperated by headers, those headers are easy enough. The TOC was easy enough.
There are no bullet points whatsoever.
Lets say we are on page 43 of a 46 page document
DISCHARGE PLANNING NOTICE
Q: Does the hospital have any plans to alter the patient discharge procedure?
A: At this time, the hospital had no plans to blah blah blah this is going to go on and on until this paragraph is at least 3 line long blah blah blah this is going to go on and on until this paragraph is at least 3 line long blah blah blah this is going to go on and on until this paragraph is at least 3 line long blah blah blah this is going to go on and on until this paragraph is at least 3 line long blah blah blah this is going to go on and on until this paragraph is at least 3 line long blah blah blah this is going to go on and on until this paragraph is at least 3 line long.
Would you just go ahead and tag each Q and A as a <P>?

I usually see <P> tags used for this. Sometimes, if all the questions are short, I see the questions marked as headings.
