Last week I went on chat to reinstall photo shop after my computer was in the shop. I was told there would be a link in the chat transcript after we were finished. There was not. How do I download a previously purchased copy of Photoshop?

Which version? If it's an earlier version do you still have the serial number?

It looks like it downloaded, but what app do I use to open the file with? It still hasn't asked for my license key either.

Did you check your downloads folder for the file? You may need to un-zip the installer and double click to launch the setup application.

For Windows versions, you download 2 files, an .exe and a .7z You run the .exe which will open the .7z to create a folder with the installer inside.
For Macs, just double-click the .dmg to mount a virtual disc on your desktop which contains the installer.
